If you own a property in Cyprus and want to list it on Airbnb or any short-term rental platform, you are legally required to register it with the Cyprus Tourism Organisation (CTO). Renting without a licence can result in fines and removal from platforms. The good news is that the process is straightforward once you know what to expect.
What is the Cyprus Short-Term Rental Licence?
Cyprus introduced mandatory registration for short-term rental properties in 2020. Any property rented to tourists for fewer than 90 consecutive days must be registered with the CTO and carry a valid registration number, which must be displayed on all listings including Airbnb and Booking.com.
Important: Operating without a CTO registration number is illegal and can result in fines of up to €3,000. Unregistered listings also risk being taken down from platforms.
Who Needs a Licence?
- You are renting out a residential property to tourists
- The rental period is less than 90 consecutive days
- The property is located in Cyprus
This applies to both Cypriot residents and overseas property owners. If you live abroad, a local property manager can handle registration on your behalf.
Step-by-Step Registration
- Create an account on the CTO portal — You'll need a Cypriot ID or passport, and a tax identification number if you're a foreign national.
- Submit your property details — Address, number of bedrooms, maximum occupancy, and amenities.
- Upload required documents — Proof of ownership (title deed or contract of sale), copy of ID/passport, and property insurance certificate.
- Pay the registration fee — The government registration fee is €222.
- Receive your registration number — Processing typically takes 2–4 weeks. Your unique CTO number goes on all listings.
